Magento 2 design configuration not saving and showing 404 page
This issue is not related to Magento or with any Magento version or not related to Magento migration but it's an issue in your server configuration.
Most of the time this issue comes when you add any script to configuration text area filed, remove script added to any text filed and try to save the page and 404 issue will be solved.
To solve this issue please ask your hosting company and ask to do require changes, most of the time it's related to mod_security settings.
